He was born on October 28, 1955 in Seattle, Washington to William H.        HAARP (High-frequency Active Auroral Research Program) is a research program that involves the use of a high-power radio frequency transmitter to study the Earth's upper atmosphere. The HAARP facility is located in Gakona, Alaska, and it is operated by the United States Air Force and the Defense Advanced Research Projects Agency (DARPA).         The HAARP transmitter is capable of producing very high power radio waves in the frequency range of 2.8 to 10 MHz. These radio waves are then directed towards the ionosphere, which is the layer of the Earth's atmosphere that extends from about 60 to 1000 km above the Earth's surface. The radio waves can cause the ionosphere to heat up, which can result in a range of effects, including changes in the ionospheric structure, modulation of the radio wave propagation, and the creation of artificial auroras.          The HAARP technology has been used in a wide range of scientific research, including the study of the Earth's io
